The City will conduct a public Scoping Meeting in conjunction with the Notice of Preparation to present the project and the EIR process, and to receive public comments and suggestions regarding the scope and content of the EIR for the proposed project. All interested parties are invited to attend the Scoping Meeting to assist in identifying issues to be addressed in the Draft EIR. The Scoping Meeting will involve a presentation about the project, the environmental review process, and schedule. Written public comments will be accepted at the meeting. Community participation is central to creating a plan for the Fairview Developmental Center that reflects the diversity, culture, and vision of the Costa Mesa Community. There are a variety of opportunities for participation throughout this process, including community workshops held at key project milestones. If you couldn’t join us for previous workshops, review materials below and join us for one of our upcoming workshops!
The City wrapped up Workshop Series 4 and the Land Use Concepts Survey in August 2024. The Workshops and Survey focused on draft land use concepts for the FDC site and gathered community preference for various site layouts, access options, and land uses.
Workshop 4 was provided in a hybrid open house and workshop format. The community had the opportunity to browse stations at the beginning, followed by a short presentation to introduce the draft Land Use Concepts, describe key features, and introduce the analyses done for each concept. Participants were the released to further browse the stations where they could review analyses results and ask questions. The goal of the Open House/Workshop was to provide detailed information of the Land Use Concepts, so participants could take a Land Use Concepts preference survey. The survey was available in print at in-person events and was live online from July 24th through August 30th.
